Option Contracts and Taxes?

I had a number of options trades (calls and puts) last year resulting in a small loss. My broker sent me a “2006 Supplemental Tax Info – Non-Reportable” form so none of this activity shows up on a 1099-B. TurboTax has a form 6781 that is called “Section1256 Contracts and Straddles” but there are no examples that I can find on how to fill it out.

Is form 6781 the correct form or should I use schedule D?
Are there any examples available?

Why are employee call options taxed on exercise but not regular call options?

Non-qualified stock options are taxed on exercise but if I just bought say a standard exchange traded call option and exercised it, I would not be taxed until I actually sold the stock.

What is the penalty for not reporting all of my stock trades?

I made about 300 trades (buy and sell) this year and since H&R Block charges $3 per line item, I can’t afford to pay $900 additional fees along with the regular $400 tax filing.

Does the IRS make a big stink about not listing all stock trades if there is nothing huge in terms of dollar differential from what I have listed and what are the official records given to the IRS from my broker?
